On Halloween, Gotham City mayor Don Mitchell Jr. is murdered by a serial killer calling himself the Riddler. Billionaire Bruce Wayne, who has operated for two years as the vigilante Batman, investigates alongside the Gotham City Police Department (GCPD). Lieutenant James Gordon discovers that the Riddler left a message for Batman, but commissioner Pete Savage berates him for allowing a vigilante to enter the crime scene and forces Batman to leave. The Riddler kills Savage and leaves another message for Batman.
Batman and Gordon discover that the Riddler left a thumb drive in Mitchell's car; it contains images of Mitchell with a woman, Annika, at the Iceberg Lounge, a nightclub operated by mobster Carmine Falcone's lieutenant Penguin. Batman questions the Penguin, who pleads ignorance, but notices that Selina Kyle, Annika's roommate and girlfriend, works there as a waitress. He follows Selina to question Annika, but she disappears. Batman sends Selina back to the Iceberg Lounge to search for answers. Through Selina, Batman discovers that Savage was on Falcone's payroll, as is district attorney Gil Colson. Selina shuts off communication when Batman presses her about her relationship with Falcone.
The Riddler abducts Colson, straps a timed collar bomb to his neck, and sends him to interrupt Mitchell's funeral. When Batman arrives at the scene, the Riddler calls him via Colson's phone and threatens to detonate the bomb if Colson cannot answer three riddles. Batman helps Colson answer the first two, but Colson refuses to answer the third—name the informant who gave the GCPD information that led to a historic drug bust ending mobster Sal Maroni's operation—and dies. Batman and Gordon deduce that the informant may be the Penguin and track him to a drug deal. They discover that Maroni's operation never actually ended and many GCPD officers are involved. Selina inadvertently exposes them when she arrives to steal money. As the Penguin flees, Selina discovers Annika's corpse in a car trunk. Batman captures the Penguin after chasing him in the Batmobile but learns that he was not the informant.
Batman and Gordon follow the Riddler's trail to the ruins of an orphanage operated by Bruce's parents Thomas and Martha. They learn that the Riddler was a resident at the orphanage and holds a grudge against the Wayne family. Bruce's butler and caretaker, Alfred Pennyworth, is hospitalized after opening a letter bomb addressed to Bruce. The Riddler then leaks evidence alleging that Thomas, who was running for mayor when he was murdered, hired Falcone to kill a journalist for threatening to reveal embarrassing details about Martha's history of mental illness. Bruce, who grew up believing his father was morally upstanding, confronts Alfred. Alfred confirms that Thomas asked Falcone to intimidate the journalist, but decided to turn Falcone over to the police after learning of the murder; he surmises that Falcone had Thomas and Martha killed to prevent this.
Selina tells Batman that Falcone is her neglectful father. She learns that Annika was killed because Mitchell told her that Falcone was the informant, and resolves to kill him. Batman and Gordon arrive at the Iceberg Lounge in time to stop her and arrest Falcone, but the Riddler shoots him from a nearby building. Unmasked as forensics accountant Edward Nashton, the Riddler is incarcerated in Arkham State Hospital. Nashton says he was envious of the sympathy Bruce received after his parents' murder while he was ignored, and wanted to partner with Batman and become a similarly masked vigilante. Batman angrily rejects Nashton. Searching his apartment, Batman discovers that Nashton has stationed car bombs around Gotham and cultivated an online following that plans to assassinate mayor-elect Bella Reál.
The bombs destroy the breakwaters around Gotham and flood the city. A shelter is set up in an indoor arena, where Nashton's followers shoot Reál but are stopped by Batman and Selina. In the aftermath, Selina deems Gotham beyond saving and leaves, while Nashton befriends another inmate.[a] Batman aids recovery efforts and vows to inspire hope in Gotham.

A reclusive billionaire who obsessively protects Gotham City as a masked vigilante to cope with his traumatic past.[8] Batman is around 30 years old and is not yet an experienced crime fighter,[9][10] as director Matt Reeves wanted to explore the character before he becomes "fully formed".[11] Reeves and Pattinson described Batman as an insomniac who cannot delineate between the Batman persona and his "recluse rockstar" public identity as Bruce,[12][13] with Reeves comparing his obsession with being Batman to a drug addiction.[8] Pattinson said the film would question the nature of heroism,[14] as Batman is more flawed than traditional superheroes[15] and unable to control himself,[12] seeking to work out his rage and "inflict his kind of justice".[16] Oscar Novak portrays young Bruce Wayne.[17] - Zoë Kravitz as Selina Kyle / Catwoman:
A nightclub waitress, drug dealer, and cat burglar who meets Batman while searching for her missing roommate;[14][18][19] her moral ambiguity challenges Batman's black-and-white view of good and evil.[8] Kravitz said the character is becoming a femme fatale and "figuring out who she is, beyond just someone trying to survive."[20] She described her as a mysterious character with unclear motivations,[14] who represents femininity in contrast to Batman's masculinity.[21] She said the pair are "partner[s] in crime",[22] drawn together by their desire to fight for vulnerable people.[23] Kravitz focused more on Selina than her Catwoman persona because she did not want to distract from the character's emotional journey.[14] Kravitz also confirmed that Selina is portrayed as bisexual in the film.[24] - Paul Dano as Edward Nashton / Riddler:
A serial killer who targets elite Gotham citizens and livestreams his crimes.[25][26] The Riddler seeks to "unmask the truth" about Gotham, taunting Batman and law enforcement alike with riddles.[27][28][29] Reeves said the Riddler's attack on Gotham gives the character a "political agenda" as a terrorist-like figure.[30] He likened the Riddler to the Zodiac Killer, whom he felt was the "real-life" Riddler for his practice of communicating with ciphers and riddles,[14] while Dano said his performance balanced the real-life basis with the Batman franchise's theatricality.[31] - Jeffrey Wright as James Gordon:
An ally of Batman in the Gotham City Police Department (GCPD).[32][33] The only GCPD officer who Batman trusts, they work together to solve the Riddler case.[34] Wright described Gordon as "relative to Gotham City, to the Gotham City Police Department, to Batman, to justice and to corruption".[35] Similar to Christopher Nolan's The Dark Knight Trilogy (2005–2012), Gordon begins as the GCPD lieutenant in The Batman, allowing his progression to commissioner to be depicted in subsequent films.[25] Wright felt this approach enabled "the character to be engaged in the story" more than previous iterations.[34] - John Turturro as Carmine Falcone: A Gotham City crime lord and Selina's father.[36][37]
- Peter Sarsgaard as Gil Colson: Gotham's district attorney,[9] who Sarsgaard described as untruthful and "distasteful".[38]

Batman's butler and mentor,[39] though they have a hostile relationship and rarely speak.[40] Pattinson described Alfred as Batman's only confidant, even though Pennyworth "thinks he's gone insane!"[41] - Colin Farrell as Oswald "Oz" Cobblepot / Penguin:
Falcone's lieutenant who operates the Iceberg Lounge, the nightclub where Selina works.[19] He is not yet the crime kingpin he is depicted as in the comics,[18] and dislikes being referred to as the Penguin.[29][42] Reeves explained that the Penguin is a "mid-level mobster guy and he's got a bit of showmanship to him, but you can see that he wants more and that he's been underestimated."[43]
